Asquare = 16  Psquare = 16

Arectangle = 16 = Lw = (3w)w

              16 = 3w^2

              16/3 = w^2, w = 2.31, L = 6.93, P = 2L + 2w = 18.48

Psquare is how much less than the perimeter of the rectangle: 2.48
