A guess is that one square has 9 inch side and other square has 21 inch side.
"Primer" is meaningless. We do not have such a term. There is "prime" but this is not related to squares or rectangles.
The small square is 9*9 square inches for area.
_________________________________________81 square inches.
The bigger square is 21*21 square inches.
_________________________________________441 square inches.
Ratio of the bigger square area to the smaller square area:
----ratio of areas, big to small squares
