A scissor is more of a rotating segment, with one endpoint fixed. ScissorS would be like two rotating segments sharing an endpoint; and the rotation of each scissor is opposite of the other.

Perpendicular or intersecting depends on the amount of rotation at the joint. If closed, unrotated, then parallel: Not intersecting and not perpendicular (this MUST be relative the the OTHER SCISSOR, since SCISSORS come as a matched pair). If rotated a little bit, forming acute angle, then the scissors (PLURAL) intersect but are not perpendicular. If rotated enough to form a right angle at the intersection joint, then this could be considered perpendicular.
