17*40 = 680 sq inches
------
If 1.5" is add to each side, --> 20*40 = 800 sq inches
----
(800 - 680)/680 = 14/68
14*100/68 =~ 20.59% increase
==============
If it's added to the 40 inches also, you'll have to clarifiy that or calculate it as above.
