Imagine yourself installing that fence.
I would expect having to install first post at one end.
After that post, there will be
a 5 meter stretch of fencing material, followed by another post, then
another 5 meter stretch of fencing material, followed by another post,
and so on, and so forth.
How many 5-meter stretches of fencing material followed by a post?
You are dividing a 200 meter distance into 5 meter strecthes.
You get
strecthes of fencing between posts,
each followed by a post.
Those posts added to the post at the beginning makes
posts.

NOTE: In a tricky problem, they may tell you that the fence will be attached to the wall of a building at each end,
so that no post is needed at either end.
In that case you would need 2 less posts, only 39 in all.
