Interesting question, and it can be drawn - hard to do unless on paper - so I will just describe it:
Circle with short segment drawn from the center. The 48 unit chord contains the other endpoint of the segment, and since distance from center to chord is given, they meet at a right angle. We have then a right triangle. one leg is HALF of 48, and the short leg is 7 units. The hypotenuse IS the radius of the circle.
