Change both of your measurements to feet. Multiply yards by 3 to get feet. Divide inches by 12 to get feet. Once you have both measurements in feet, multiply length times width. Your answer will come out to an integer value of square feet. In order to "round" to the nearest thousandth, append a decimal point and three zeros to your answer. Note that this makes the answer totally wrong. You can't have the result of a calculation involving measurements expressed to a greater precision than the least precise given measurement. In this case your least precise measurement is 16 yards -- a whole number. Your answer is incorrect unless expressed as a whole number. On the other hand, not following your instructor's instructions is even more foolish. Still I would ask the teacher/instructor/professor what possessed him/her to require you to do something you would NEVER do in real life.
