There is a error in your problem statement. If the perimeter of a triangle is 17 cm, then none of the sides can equal 17. Yet you stated one side was 17 cm longer than the base. You also state one side was 18 cm shorter than the base, which means the base has to be at least 18.0000...0001 cm, which means the base is longer the perimeter. These are contradictions.
