Let w be the width.
The length is 2w - 4.
The perimeter, 76, is 2L + 2w, so we have
P = 2L + 2w
76 = 2(2w - 4) + 2w
76 = 4w - 8 + 2w
76 = 6w - 8
84 = 6w
w = 14
L = 2w - 4 = 20
