x vector = 200*cos(270+40) = 128.56
y vector = 200*sin(270+40) = -153.21

Wind DATA:
x vector = 42*cos(20) = 39.47
y vector = 42*sin(20) = 14.37

x vector 128.56+39.47 = 168.03
y vector -153.21+14.37 = -138.84
