3R = 2B-1 and...
R+B = 13 Rewrite as:
R = 13-B and substitute into the first equation.
3(13-B) = 2B-1 Simplify.
39-3B = 2B-1 Add 3B to both sides.
39 = 5B-1 Add 1 to both sides.
40 = 5B Divide both sides by 5.
8 = B and R = 13-8 = 5.
There are 5 red and 8 blue.

R+B=13 or R=13-B
3(13-B)=2B-1
39-3B=2B-1
-3B-2B=-1-39
-5B=-40
B=-40/-5
