Lateral Surface Area:
So tripling the radius triples the lateral surface area. Total surface area is another story altogether. Since you didn't bother to specify which one you meant, I get to chose which one I answer.

Tutor @ikleyn is right in saying that you can answer the problem by plugging the given numbers into the formula. You shouldn't need our help to do that.
On the other hand, the problem asks you to DESCRIBE how tripling the radius affects the surface area. For that question, you should note that
(a) tripling the radius multiplies the top and bottom surface areas by 9, because the formula for the area of the top and bottom surfaces, , involves the square of the radius.
(b) tripling the radius multiplies the lateral surface area by 3, because the formula for the lateral surface area, , only involves the radius to the first power.
