The problem is very poorly presented -- enough so that it is not worth our time to try to guess what the question really is.

(1) "The diameter of a cone and the base of a cone are equal".
A diameter is a measure of length; the "base of a cone" is an area. They can't be equal.
Do you mean "The diameter of a cone and THE DIAMETER OF the base of a cone are equal"?

(2) "What is the percentage increase of volume of that diameter must the cone's height be...."
I have no idea what this is supposed to say.

(3) The question asks for an answer as a percent increase; you show the answer being "200% of diameter". Is that 200% as large (twice as large), or is it an INCREASE of 200% (3 times as large)?
