You are apparently using some non-standard characters to show the scale factor; it does not show up in your post.

And of course the problem can't be worked without knowing the scale factor.

However, finding the answer once the scale factor is known is trivial. Perimeter is a linear measurement; if the scale factor is x:1, then the perimeter of the larger rectangle is x times the perimeter of the smaller rectangle.
