The distance "across" a regular hexagon, from one vertex (corner) to the opposite vertex, is twice the side length. So if you want two of the sides of the gazebo to be parallel to the edges of the foundation, then your side length has to be half the width of the foundation, which is 7 feet.

With that configuration, the width of the gazebo from one side to the other will be a bit over 12 feet, leaving nearly 2 feet of the foundation unused.

If you want the maximum side length for the hexagon, then rotating it a bit so that there are no sides parallel to a side of the foundation can get you a side length up to just under 7.25 feet.
