I know the answer to the problem, but what I need is to know how to write the equation. So here it goes....
The perimeter of a rectangle is 70 meters.
If the width is 40 % of the length, find the dimensions of the rectangle.

Let L be the length.
Then the width W = 0.4*L, according to the condition.
The perimeter is
L + W + L + W = 2L + 2W = 2L + 2*0.4*L = 2.8L,
and we have an equation
2.8L = 70.
Then L = = 25 m.
Answer. The length is 25 m. The width is 0.4*25 = 10 m.
