Justin is shopping for new tires for his 4-wheel drive truck. In addition to the price of new tires, there is a 4% sales tax plus a state mandated $40 fee for disposing of his old tires. If Justin had determined he will spend less than $389.44 total, then what is the price range he can spend on the tire set?

Justin will pay 4x for the four tires
In addition he will pay 4(0.04x) for the four tires.
You statement seems to imply he will pay $40 to dispose of the four tires.
INEQUALITY: 4x+4(0.04x)+40 <389.44
4x(1.04)+40<389.44
