You can't say for sure. Is a range.
If the same folks in the 60% are in the 70%, then as many as 60% can use both.
However, there are 30% of the folks that do NOT use A. If all of them use B, then there are only 30% that use both. So the range is
30% <= x <= 60%
make sense?
