It's related to Goal setting ... my goal is to reach 9% in order to do that I need to affect X # of people.

 155 is 25% 'of ' people 

   .25x = 155

      x = 155/.25 = 620, number of  the  people referred to.

   reaching 56 People would be that 9% goal
