A small country consists of 7 provinces with the following populations:
Province A B C D E F G
___________________________________________________________
Population 25,312 19,734 33,407 29,591 13,288 22,751 31,992

1. Add the province populations to get a total population for the entire country.

2. Divide the total population by the total number of judges (300) to obtain the Standard Divisor.

3. Divide each of the individual province populations by the Standard Divisor, round the results to the nearest whole number, and then add the rounded results.

4. If the sum of the results in Step 3 is larger than the original number of judges, add 1 to the Standard Divisor and repeat step 3. If the sum of the results in Step 3 is smaller than the original number of judges, subtract 1 from the Standard Divisor and repeat step 3.

Continue to repeat steps 3 and 4 until the sum of the results in step 3 is equal to the total number of judges.
