IF the 'less than half dollar' means no half dollar then:
25*3=75
10*1=10
5*2=10
1*5=05
--------
total 1.00 with 11 coins
25*1=25
10*1=10
5*1=05
1*60=60
-----------
total=1.00 with 63 coins.
