There are a couple of ways to solve. One is the chart method where each month is designated with a particular rate--this is too laborous!!!!
The best way is to find out how much the $17.10 rate would be for 12 months
$17.10 * 12 = $205.20 then compare to
Total $207.80 then
work from 11 months at $17.10 and 1 month at $18.40 = $206.50 then
work from 10 months at $17.10 and 2 months at $18.40 = $207.80
So, since 2 months at $18.40 was solution then the fee increased in November (2 months from 1 year)
