Let x be the number of tens bills.

Then the number of fives is (x+4)  and the number of ones is the rest (46-x-(x+4)) = (42-2x).


The equation for the total money is


    10x + 5*(x+4) + (42-2x) = 218.


Simplify and solve


    10x + 5x + 20 + 42 - 2x = 218

    13x = 218 - 42 - 20

    13x = 156

    x = 156/13 = 12.


ANSWER.  12 of tens;  12+4 = 16 of fives  and the rest,  46-12-16 = 18 of ones.


CHECK.   12*10 + 16*5 + 18 = 218  dollars.   ! Precisely correct !
