(1) Count the "extra" 8 quarters and set them aside.
(2) The number of quarters and dollars is now the same; and the total number of coins is 24-8 = 16. So there are now 8 quarters and 8 dollars.
(3) The total number of quarters is those 8, plus the 8 you counted first, for a total of 16.
