If any of the 4 kilogram packets was made, this could be only 1 of them.
200 grams is the same as 0.2 kilograms.
ALL of the 5 kilogram tobacco could be used for making
1 of the 4 kg packets
and
5 of the 200 gm packets
There is one other possible combination of packets; and again ALL of the 5 kg tobacco could be used.
