Let Q be the number of quarters.

Then the number of nickels is (16-Q).


The quarters contribute 25Q      cents to the total.

The nickels  contribute 5*(16-Q) cents to the total.


The total value equation is

25Q + 5*(16-Q) = 340  cents,

25Q + 80 - 5Q = 340,

20Q = 340 - 80 = 260  ====>  Q =  = 13.


Answer.  13 quarters and 16-13 = 3 nickels.
