 Let n be the amount funded in 2007. Then 2008 would be n+.8, and 2009 would be n+.8+.37, or n+1.17. So:
n+n+.8+n+1.17=10.43
3n=8.46
n=2.82
The funding for 2007 was 2.82 billion; for 2008 it was 3.62 bil, and for 2009 it was 3.99 bil. ☺☺☺☺
