9*1.11=9.99

1.11 * .9 = .999
.999 is less than 1, and so, is less than your original salary, before the offer was made.
Assuming the offers were made simultaneously, DO NOT TAKE IT!!
If not, decide what to do based on how long you'll be getting the increase and the reduction.
