Set X = the original price.
0.75*X = 10
divide each side by 0.75
X = 10/0.75
X = 13 1/3
The discounted price is 25% of the original price, so the sales
price is 0.25 * 13 1/13 = 3.27
The sales tax is 7% of this, so the sales tax is
0.07*3.27 = $0.23 rounded
