1L has 1000mL in it. There are a quarter of 1000mL worth of tomato sauce which is just 1000 divided by four. A quarter of anything means that your total amount is divided by four or 25%. So if we have 250mL worth of tomato sauce, you can add two zeroes and divide that amount by 349mL to see what percentage of 15.26 you will have to pay. Then you would multiply 15.26 by the percentage that 250mL is of 349mL. All of it looks like this.
2500/349=71.6%
Move the decimal to the left twice to turn the percentage into a decimal number.
15.26*.716=10.93
You will have to pay 10.93 for 1/4 of a L of tomato sauce
