False, it is vertical. In fact, all "functions" where you have x = ? are vertical lines because their slopes are undefined. If you think about the definition of slope, it is (change in y / change in x). Since our x value is fixed, then the change in x is 0, right? Then we have division by 0, and so we result in a vertical line, which isn't a function since it obviously does not pass the vertical line test.

x = 5 is a line parallel to the y-axis. That's usually called vertical, so it's false.
