(4x^3 + 3x^2 - 4x + 3) / (2x + 3)

Divide numerator and denominator by 2 to get:
(2x^3+(3/2)x^2-2x+(3/2) / x+(3/2)

Using synthetic division:
-3/2)....2....3/2....2....3/2
..........2....-3/2...17/4..|-39/8
Quotient: 2x^2-(3/2)x+(17/4)
Remainder: -39/8
