therefore:
x + y = 17
:
It states that, "the longer piece is 1 foot more than 3 times the shorter piece."
therefore:
y = 3x + 1

Replace y with (3x+1) in the 1st equation
x + (3x + 1) = 17
4x = 17 - 1
4x = 16
x = 16/4
x = 4 ft is the shorter piece
