Are they asking you to find the ordered pair that you need in order to graph the equation? I'll assume you need to find them:
y = 1/3x+5 set the x to 0 and solve for y
y = 1/3(0)+5; y = 5
OK, now we have one ordered pair: (0, 5)
Next, the slope is rise over run, in this case the slope is 1/3. This means that our next y is 1 more than the intercept: 5+1 = 6 and our run, our x value, is 3:
