I found two ways:

1 penny + 2 dimes + 2 half dollars + 2 silver dollars = 1*0.01 + 2*0.1 + 2*0.5 + 2*1 = 0.01 + 0.2 + 1 + 2 = $3.21
1+2+2+2 = 7 coins total

1 penny + 2 nickels + 1 dime + 3 silver dollars = 1*0.01 + 2*0.05 + 1*0.1 + 3*1 = 0.01 + 0.1 + 0.1 + 3 = $3.21
1+2+1+3 = 7 coins total
