To make 51 cents with 10 coins, one must have 1 or 6 pennies. 

So Stan has 1 penny and Sally has 6

Stan must have his remaining 50 cents in 9 coins, which he can only
have with 1 dime and 8 nickels.

So Stan has 1 dime, 8 nickels and 1 penny.

Sally has 6 pennies so she must have her remaining 45 cents in 
4 coins, which she can only have with 1 quarter, 1 dime and 2 nickels.

So Sally has 1 quarter, 1 dime, 2 nickels and 6 pennies.
