The smallest value is 20¢ with 4 nickels

The largest value is $1 with 4 quarters.

The next to the largest value is 85¢ with 3 quarters and a dime.
So you can't make 90¢ or 95¢

The next highest value is 80¢ with 3 quarters and a nickel

The next highest value is 70¢ with 2 quarters and 2 dimes.

So you can't make 75¢.

But you can make all the other multiples of 5¢, down through 20¢.

Answer: you can make all the multiples of 5¢ from 20¢ through $1,
except 75¢, 90¢, and 95¢.
