than the other coins, then the other coins could be only nickels and pennies
but, the maximum number of coins you can have to make $ is if you use only dimes and pennies
since the number of dimes be greater, convert $ in dimes which is dimes
the smallest number dimes and pennies you can use is and to have

so, you can use less than pennies and first number less than is
then dimes is $ and rest are pennies
so, dimes and pennies are the maximum number of coins you can have to make $
