Try working from the most efficient coin combination first, and expect not more than 45 coins for it. Now pick smaller coin denominations to increase the coin count until reaching 45.
The most efficient way uses 35 coins:
33 quarters, 1 dime, 1 nickel.
Begin splitting quarters and see what you can make.

Notice that every quarter that is split increases the coin count by 2 coins.
