This is an interesting problem, and there are probably several ways to solve this:

If she can't make change for a Nickel, she has at most 4 Pennies.

If she can't make change for a Dime, she has at most 1 Nickel (or 9 Pennies, but we know she can only have 4 Pennies).

If she can't make change for a Quarter, she has at most 1 Dime.

If she can't make change for a Half-Dollar, she has at most 1 Quarter.

If she can't make change for a Dollar, she has at most 1 Half-Dollar.

By my reckoning, she then can have at most:

8 coins totalling 94 cents

Her whole change dilemma is due to the one missing Penny!

You also could have started with the Dollar and gone backwards, I do believe.
