The most quarters you can have is 2, since
3 quarters is 75 cents

If you have 2 quarters, then 8 pennies gives you
58 cents, but that is 10 coins

If you have 2 quarters, 1 nickel, and 3 pennies,
that is 58 cents, but is 6 coins

There is no way out of that, so I'll say
1 quarter, 3 dimes, and 3 pennies
That is 58 cents and 7 coins
