If you don't use a quarter, you can use 0 through 4 dimes and the rest,
if any, in nickels.  That's 5 ways without using a quarter.

If you use a quarter then the remaining 15 cents can only be made
with a dime and a nickel or 3 nickels.  That's 2 more ways.

Total: 5+2 or 7 combinations of coins.
