He couldn't have a quarter for then he'd have to make the remaining
15 cents with 5 coins, and there is no way to do that.

He couldn't have any pennies, because he'd have to have 5 of them, and
he couldn't have the remaining 35 cents with just 1 coin!

So he could only have nickels and dimes.  Then it's pretty easy to
see that he has

2 dimes and 4 nickels.
