There is no easy way to do this problem, for there are too many cases.
I used a computer to count them.

Answers:

1580 if you can use half dollars.
1022 if you cannot use half dollars.
 140 if you can use half dollars but no pennies.
  76 if you cannot use either half dollars or pennies.
