It can't be done with 3 quarters because
25 pennies and 3 quarters = 28 coins maximum

It can't be done with 2 quarters because
50 pennies and 2 quarters is too many coins, and
the next lower number, which would be
45 pennies, 1 nickel, and 2 quarters = 48,
which is too few coins
----------
1 quarter + 75 pennies = 76 coins
1 quarter + 1 dime + 65 pennies = 67 coins
1 quarter + 3 dimes + 45 pennies = 49 coins
1 quarter + 2 nickels + 2 dimes + 45 pennies = 50 coins
