You can't, for there are exactly 6 ways to have a dollar in change
with exactly 10 coins but every one of them requires at least one dime.

1.  10 dimes           
2.  1 quarter, 6 dimes, 3 nickels        
3.  2 quarters, 2 dimes and 6 nickels.             
4.  3 quarters, 2 dimes and 5 pennies.
5.  1 half dollar, 1 dime and 8 nickels.
6.  1 half dollar, 1 quarter, 1 dime, 2 nickels, and 5 pennies.
