divide them both by 2
7x+9y=-27
-4x-7y= 21
multiply the first by 4 and the second by 7
28x+36y=-108
-28x-49y=147
add then
-13y=39
y=-3
plug 3 in for y in any equation and solve for x
-4x-7y=21
-4x+21=21
-4x=0
x=0
