let 7x = number of toonies
then 3x+4 = number of loonies

Of course you could define your variables differently and work with fractions; but I prefer to make my work easier by avoiding fractions if possible.

With that start, we know the number of quarters is 8 times the number of loonies and toonies together:
8(10x+4) = 80x+32 = number of quarters
