Let N be the number of nickels.
Then the number of quarters is (2N-4).

The "value" equation is 

5N + 25*(2N-4) = 450   (cents).

5N + 50N - 100 = 450  ====>  55N = 550  ====>  N = 10.

Then number of quarters = 2N - 4
We then get: .05N + .25(2N - 4) = 4.5
.05N + .5N - 1 = 4.5
.55N = 4.5 + 1
.55N = 5.5
