Maybe, more than one answer. A practical way is start with as few coins as possible, and start breaking then one at a time.

Using their values in cents,

25, 25, 25, 5, 5 ----- only five coins;

25, 25, 5(5), 2*(5) -------- nine coins;

25, 10,5,5,5, 5(5), 2(5) --------twelve coins.

One quarter
One dime,
Ten nickles
